Warner asserted that former CIA Deputy Director Michael Morell colluded with Secretary of State Antony Blinken, who was advising the Biden campaign at the time, to produce a letter signed by 51 former senior intelligence officials. This letter cast doubt on the authenticity of the Hunter Biden laptop contents by framing it as Russian disinformation, with Warner claiming that the intention was to influence the presidential election.
Warner accused Morell and Blinken of collaborating to “sell a lie to the American people” for the purpose of swaying the election results. Earlier this year, two Republican-controlled House committees released a report alleging that the CIA’s Prepublication Classification Review Board (PCRB) reviewed and approved the letter, suggesting potential misconduct. The report also claimed that a PCRB employee may have actively recruited signatories for the letter.
The report, dated 10, 2023, accuses former CIA officials of playing a role in discrediting the Hunter Biden laptop reports by framing them as a Russian information operation. Allegedly, Blinken contacted Morell on October 17, 2020, to discuss the letter, and Morell actively recruited signatories, sending a final draft to the PCRB for review on October 19, 2020. The letter aimed to provide Joe Biden with a defense against the Hunter Biden laptop reports during the final presidential debate on October 22, 2020.

One signatory, former CIA analyst David Cariens, informed congressional investigators that a CIA employee affiliated with the PCRB informed him of the letter and asked him to sign it. Such involvement by a PCRB employee in political activities could violate rules, including the Hatch Act.
Both Blinken and the CIA denied any involvement in the letter. Blinken stated in a May 1 interview that the letter wasn’t his idea, and he neither asked for it nor solicited it. Morell’s testimony indicated that while Blinken’s call did not explicitly request the letter, it was the trigger that motivated his involvement.
