“If I were to sign House Bill 68, or if House Bill 68 were to become law, Ohio would be saying that the state, that the government, knows better what is medically best for a child than the two people who love that child the most—the parents,” said Governor DeWine.
The governor shared that he had conversations with transgender individuals who expressed that they might have contemplated suicide if they hadn’t undergone gender-altering treatments. For him, this decision was fundamentally about protecting life, drawing a parallel with his stance on the abortion issue.

Regarding the sports aspect of the bill, Governor DeWine stated that it did not play a decisive role in his decision, describing it as impacting only a small number of children. Despite the veto, Governor DeWine affirmed his commitment to addressing the concerns raised by the bill. He announced plans to direct state agencies to develop rules prohibiting gender-altering surgeries for individuals under 18 and to draft regulations requiring the reporting of data on patients receiving gender-altering care every six months. Additionally, he proposed restrictions on who could provide such care.
“I invited members of the General Assembly to meet with us to collaborate, to collaborate in the rule drafting and to move this process forward, and I asked them to work with us starting next week,” he added.
