Speaker Johnson claims that it’s, quote, “the most favorable budget agreement Republicans have achieved in over a decade.” No surprise, the outcome is a big disappointment for the right. The spending figures are $886 billion for defense spending and $704 billion for discretionary non-defense spending, plus a “side deal” for another $69 billion in non-defense spending. So really, it’s $773 billion in non-defense spending, but the press is reporting it as $704 billion plus a “side deal,” for some reason. So, in return for this spending, we get…a $10 billion cut to the $80 billion the House gave to the IRS two years ago. In addition, another $6 billion would be cut from various COVID-era slush funds that are still around, for some reason. So that’s $16 billion, literally less than one percent of the total spending in the package. But what’s missing?

Four months later and we’re back where we started. If you need another read on the quality of this deal, there’s this: Chuck Schumer and Joe Biden are both celebrating it without reservation. Biden said this on Sunday: “The bipartisan funding framework congressional leaders have reached moves us one step closer to preventing a needless government shutdown and protecting important national priorities.” Disappointments like this are going to keep happening, as long as Republicans keep signaling that they’re unwilling to actually shut down the government for even a single day. As long as they send that message, they have no leverage. Democrats know they will submit. For now, the Freedom Caucus says that the deal framework is “totally unacceptable.” I agree and hope they hold the line in demanding more. But we’ll see if that happens.
