On February 14, the U.S. House of Representatives overwhelmingly approved a resolution condemning rape and sexual violence committed by Hamas since October 7. Introduced by Representative Louis Frankel (D-Fla.), the resolution passed with a vote of 418-0, with Representative Rashida Tlaib (D-Mich.) voting “present.”

In a related move, the House passed a bill by a vote of 389-32, prohibiting U.S. officials from recognizing or normalizing ties with Syria under Socialist Ba’ath Party leader Bashar al-Assad. The Biden administration also opposes normalizing ties with the Assad regime. Notably, 28 Democrats and four Republicans voted against the measure, while 208 Republicans and 181 Democrats voted in favor.
Another legislative initiative, the IGO Anti-Boycott Act, which aims to combat antisemitism globally, was scheduled for discussion. However, it was not brought up despite being on the agenda for February 13. Introduced by Representative Mike Lawler (R-N.Y.), the bill focuses on standing with Israel and countering hatred against Jews. It seeks to amend the Anti-Boycott Act of 2018 to apply to international governmental organizations. The bill requires the president to submit an annual report to Congress listing foreign countries and international organizations promoting or imposing boycotts.

Representative Lawler emphasized the significance of the IGO Anti-Boycott Act in the global fight against antisemitism, asserting that it protects U.S. companies from being coerced into participating in boycotts against allied countries. The bill is positioned as a proactive stance against the Boycott, Divestment, and Sanctions (BDS) movement and other foreign boycotts that run counter to American ideals.
The BDS movement has faced criticism for its perceived antisemitism, accused of applying a double standard concerning Israel and singling out the Jewish state for delegitimization and destruction.

However, House Speaker Mike Johnson (R-La.) declared the bill dead on arrival in the House, emphasizing the need for any national security legislation to prioritize border security.
Despite opposition from House Republicans, there is speculation that the House might use a rarely employed mechanism called the discharge petition to bypass this opposition and bring the bill to the House floor.
