Despite this escalation, a U.S. official emphasized that the longstanding U.S. policy prohibiting the use of the Army Tactical Missile System (ATACMS) or other long-range strikes inside Russia remains unchanged. The official clarified, in response to inquiries about whether the policy includes engaging Russian aircraft, that Ukraine has never been restricted from defending itself against Russian aircraft over Russian territory.

However, U.S. Secretary of State Antony Blinken, during a recent visit to Moldova, hinted at a potential shift in policy by stating, “At every step along the way, we’ve adapted and adjusted as necessary,” suggesting a readiness to reconsider the approach as situations evolve.
