The campaign, as reported, involved the creation of fake internet accounts impersonating Filipinos to spread anti-vaccine sentiments during the spring of 2020 through mid-2021, amidst the coronavirus pandemic. The operation involved over 300 accounts on X (formerly known as Twitter) which promoted the narrative that China’s Sinovac vaccine was ineffective against COVID-19. These accounts were mostly established in the summer of 2020, using the slogan #Chinaangvirus—Tagalog for “China is the virus.” One typical post declared: “From China – PPE, Face Mask, Vaccine: FAKE. But the Coronavirus is real.”
Snowden, a former National Security Agency (NSA) subcontractor who became infamous for leaking thousands of classified documents in 2013, is a vocal opponent of disinformation. His leaks exposed extensive surveillance of private citizens, which made him a controversial figure—viewed by some as a whistleblower and by others as a traitor. Since his asylum in Russia, where he received citizenship in 2022, Snowden has continued to speak out on issues related to privacy and government transparency.

According to Reuters, this disinformation effort started under the Trump administration and persisted into President Joe Biden’s tenure, though the Biden administration officially halted the anti-vaccine efforts in spring 2021. Following the cessation, the Pentagon reportedly began an internal review of the campaign.
Reuters also reported on the context of this disinformation campaign, noting that it was part of a broader strategy to weaken adversaries like China and Russia by undermining public trust through false narratives and social media manipulation. This strategy was detailed in an unclassified Pentagon document, which described the military’s potential to use disinformation to weaken societal trust in government.
