During his impassioned speech at the summit, he framed the situation as a decisive moment for Ukraine, stating, “I think this is the question of: Will we stand or not.”
Russian forces have gained momentum on the Ukrainian battlefield, exploiting shortages of weapons and soldiers for Ukraine’s military. Analysts note Russian attacks on four parallel axes in the northeast, intending to push deeper into Ukraine-held western parts of the Donetsk region and infiltrate the Kharkiv region to the north.

In regions like Bakhmut, where Russia secured victory last May, ongoing battles persist, with Russian troops attempting to advance toward Chasiv Yar. The operational group overseeing the eastern front line reported Russia’s reinforcement with assault units and ongoing heavy fighting on the outskirts of the city.
Further north in the Kharkiv region, Russian troops are pressing forward around Lyman and Kupiansk, bordering Russia. Ukraine has urged Western leaders to enhance joint production of weapons and ammunition, bolster Ukrainian air defenses, and increase pressure on Russia through expanded sanctions.
However, not all countries at the summit support Ukraine’s stance against Russia. Serbia, a Kremlin ally, has refused to align with EU sanctions and continues signing cooperation agreements with Moscow. Serbian President Aleksandar Vucic insisted that the summit statement exclude calls for sanctions on Russia and avoid language highlighting Russia’s negative influence in the Balkan region.

Albania, a NATO member since 2009 and an EU membership candidate, stands firmly in support of Kyiv. It has provided military assistance, including ammunition and training for the Ukrainian military. Albania has also welcomed Ukrainian refugees and joined international sanctions against Russian officials and institutions.
As the summit concluded, Zelenskyy emphasized the importance of vigilance among all participating countries regarding Russian President Vladimir Putin’s next moves. He underscored the collaborative effort as a factor preventing Putin from prevailing and urged continued cooperation to counter the ongoing threat.
