Last week, Ukraine reportedly leveraged its first opportunity to use Western weapons for strikes on Russian territory. This development followed the announcements by France and Germany on May 26 and 27 that they would allow Ukraine to target Russian soil with their weapons, a decision spurred by Russia’s recent assault on Kharkiv which began on May 10. Additionally, on May 30, US officials confirmed that Ukraine could use American weapons in Kharkiv for “counter-fire purposes,” meaning Ukraine could respond directly to sources of incoming attacks but was restricted from preemptive targeting based on intelligence.

The Institute for the Study of Revision (a think-tank based in Washington) criticized the U.S.’s ambiguous stance as a missed opportunity to deter Russia from further offensive actions across the northern Ukrainian border. Meanwhile, Ukrainian President Volodymyr Zelenskyy reported troop build-ups north of Sumy, Ukraine.
A significant incident occurred when Ukrainian forces used U.S. Army Tactical Missiles (ATACMS) to strike the Kerch ferry crossing in Crimea, a critical logistical node for Russian military operations, significantly disrupting enemy transport and supply routes. This strike, however, did not align with the specified permissible zones for such actions, which under U.S. guidelines, restrict the use of the long-range (300km) ATACMS to occupied territories like Crimea.

Subsequently, Ukraine executed another strike within the designated area using U.S. weapons. This strike targeted an S-300 or S-400 Russian air defense system in Belgorod, destroying several units and a command post. This action underscored the ongoing confusion and uneven application of geographic restrictions among Ukraine’s Western allies.
Statements from other European leaders have reflected varying degrees of restriction on the military aid provided to Ukraine. For instance, Denmark’s Foreign Minister, Lars Lokke Rasmussen, and the Netherlands’ Defense Minister, Kajsa Ollongren, expressed no reservations about Ukraine using provided F-16 jets against targets within Russia. In contrast, Belgium’s Prime Minister, Alexander De Croo, indicated a more restrictive approach, particularly to safeguard its interests, such as the diamond trade with Russia.
The issue of military aid and the conditions attached to it has sparked considerable debate among European Union member states. This discord was highlighted by the fact that only by December 2023 did the EU manage to address Belgium’s exemption of its diamond trade from sanctions against Russia, despite the ongoing conflict.

Russian President Vladimir Putin responded to these developments by reiterating the possibility of nuclear retaliation if Russian sovereignty or territorial integrity is threatened, according to the country’s nuclear doctrine. Meanwhile, U.S. National Security spokesperson John Kirby downplayed the strategic change, noting that Ukraine had previously engaged Russian aircraft within Russian airspace.
On the battlefield, the situation remains tense. Ukraine’s commander-in-chief reported a dire need for reinforcements at Kharkiv, and significant Russian casualties were reported in nearby Chasiv Yar. The Ukrainian military also claims to have inflicted substantial losses on Russian forces and hardware over the past week.
