Arizona Governor Katie Hobbs took decisive action on Friday by signing an executive order to deploy National Guard members to the southern border with Mexico. The move comes in response to what she perceives as a lack of federal government intervention in addressing border issues.
Expressing her frustration, Governor Hobbs, a Democrat, stated in a press release on December 15, “Yet again, the federal government is refusing to do its job to secure our border and keep our communities safe.”

Under the executive order, National Guard members will be stationed at various points along the southern border, particularly near the Lukeville Port of Entry and the San Miguel crossing. However, Governor Hobbs did not specify the number of members to be deployed.

The primary objectives of the National Guard deployment are to assist the Department of Public Safety and local law enforcement agencies in tackling fentanyl interdiction, providing analytical support, and enforcing efforts against human trafficking at the border.
Governor Hobbs emphasized her commitment to action, stating, “With this Executive Order, I am taking action where the federal government won’t.” She also highlighted the need for additional resources and manpower to reopen the Lukeville crossing, manage migrant flows, and ensure a secure, orderly, and humane border.
The governor criticized the Biden administration for its failure to respond to her requests for reimbursement related to border security spending. She asserted, “Despite continued requests for assistance, the Biden administration has refused to deliver desperately needed resources to Arizona’s border.”

In response to the closure of the Lukeville Point of Entry by U.S. Customs and Border Protection (CBP) on December 4, Governor Hobbs sent a letter to President Joe Biden on December 8. In the letter, she urged the president to reassign National Guard members to aid in reopening the Lukeville Point of Entry, calling the closure a catalyst for “an unmitigated humanitarian crisis” and a threat to Arizona’s safety and commerce.
Governor Hobbs specifically requested the reassignment of approximately 243 National Guard members from the Tucson region to assist in reopening the Lukeville Port of Entry. She also called for additional National Guard members on federal active duty orders to be reassigned to Arizona to support U.S. Customs and Border Protection.

In addition to seeking assistance, Governor Hobbs requested the federal government to reimburse the state for over $512 million in costs incurred due to what she described as “federal border inaction.” She detailed the expenses incurred by the state, including those related to migrant transportation, drug interdiction, and law enforcement, and called for the federal government to cover these costs.

Notably, the Customs and Border Protection (CBP) reported a significant increase in migrant encounters for August, totaling 232,972—an almost 27 percent rise from July’s figures, including unaccompanied children. The Tucson sector, covering the majority of the 372-mile-long southern Arizona border, accounted for approximately 50,000 encounters in August alone. As part of its operations, the CBP conducted 3,212 rescues, bringing the year’s total to 29,365.
The closure of the Lukeville Point of Entry on December 4 by CBP was justified as a measure to redirect resources to combat increased illegal smuggling of migrants elsewhere along the border. CBP emphasized its commitment to surging all available resources to process migrants expeditiously and safely.
