The SAFE Act sought to ban physicians from performing gender reassignment surgeries on minors, as well as prescribing puberty blockers or cross-sex hormones to children. It also aimed to prevent courts from limiting parental rights based on a child’s biological sex and prohibited educational institutions from allowing males to participate in female sports.
Governor DeWine defended his veto during a press conference on December 29, asserting that signing the bill would imply the government knows better than parents what is medically best for a child. This decision makes DeWine one of the two Republican governors who have vetoed bills restricting gender treatments for children, following former Arkansas Governor Asa Hutchinson’s similar action in 2021.

The bill had initially gained approval from the Ohio Senate on December 13, but DeWine’s veto has stirred both support and criticism. Pro-LGBT groups, such as Equality Ohio, applauded the veto as a victory for freedoms, while the American Civil Liberties Union (ACLU) of Ohio thanked Governor DeWine for potentially saving lives.
